Obviously, everybody'll try to sell you the Frank Miller issues, but I have a great love of Ann Nocenti's oddball run. I would recommend reading Geoff John's run, starting with "Blood Will Run" (you can probably get it through the library), it was a good run that made a lot of use of his history, without being too mired in continuity.
